Medical Transportation Brokerage

Medicaid transportation brokerage is one of the rapidly growing transportation management services in the country.  In an effort to control costs and insure that services are accessible, most county Medicaid transportation services are managed by county or regional Medicaid transportation brokers.  These brokers are responsible for enrolling clients for transportation services, checking client eligibility, taking trip requests from clients, assigning trips to providers in their service network, and monitoring to insure services are delivered.  Brokers generally pay providers for services rendered or manage the payment voucher process for providers.

PtMS for Windows in conjunction with PtMS Web can meet all of the transportation management needs of Medicaid transportation brokers.  PtMS for Windows can handle client enrollment, eligibility verification, trip requests, schedule assignment to providers (using both least cost and shared ride models), mapping and map based trip mileage calculations.  PtMS Web can distribute schedules daily to providers via a secure HIPAA compliant web site.  Providers are then able to verify the completion of each trip on the website allowing brokers to pay the providers for the services or authorize payment (e.g. NY State using a Prior Approval payment process that brokers can manage electronically with PtMS). PtMS Web also provides secure Web mail communication between broker and provider, and a means for distributing reports to providers.  PtMS Web also gives providers basic scheduling and dispatching features as well as a means to electronically export their schedule data.

PtMS Web can be expanded to include client enrollment, trip orders and more advanced scheduling features for providers allowing the broker to add agencies or providers to the website with the ability to enrollment clients and add requests for services directly into the PtMS database via PtMS Web.

Mobility Managers

Mobility Managers fulfill a combined roll in many county or multi-county transportation systems as transportation brokers, service coordinators and demand response transportation providers.  They are the single point of contact for citizens looking to use all forms of public transportation be it fixed route, deviated fixed route, Medicaid transportation, human service agency transportation, ADA complementary services transportation or other paratransit transportation services. 

Mobility Managers can use the complete array of PtMS products â€" PtMS for Windows, PtMS Web, PtMS CAPS and PtMS Mobile to provide efficient, well managed transportation services with solid customer service.

Pennsylvania MATP Coordinators

Pennsylvania MATP Coordinators can operate as medical transportation brokers, stand alone transportation providers or a combination of both.  PtMS for Windows can handle the order taking, scheduling and reporting needs of MATP coordinators that are service providers.  If services are contracted out to other providers PtMS Web will be needed to distribution schedules daily to providers and collect trip results (mileage, status, actual times, fares collected, etc) from providers.

A complete Pennsylvania MATP Coordinators reporting package is included with PtMS for Windows.  This includes Medicaid Client Eligibility verification via batch submission to EDS, MATP trip based electronic reporting (CVS file that is submitted monthly on the Department of Public Welfare data exchange web site), and quarterly trip statistics and new riders reporting.

Pennsylvania Shared Ride Program Coordinators

Pennsylvania Shared Ride Program Coordinators can operate as transportation brokers, stand alone transportation providers or a combination of both.  PtMS for Windows can handle the order taking, scheduling and reporting needs of Shared Ride Program coordinators that are service providers.  If services are contracted out to other providers PtMS Web will be needed to distribute schedules daily to providers and collect trip results (mileage, status, actual times, fares collected, etc) from providers.

A complete Pennsylvania Shared Ride Program reporting package is included with PtMS for Windows.  This includes production of the monthly PADOT Shared Ride Invoice report coordinators need to submit for payment of services provided.

New York County Medicaid Transportation Brokers

New York County Medicaid Transportation brokers can use PtMS for Windows and PtMS Web as described above under Medical Transportation Brokerage. 

A special NY Medicaid Brokerage reporting and tracking package is included with your PtMS system.  This includes client Medicaid Client Eligibility verification via batch submission to EmedNY website, prior approval creation, management and electronic submission to the EmedNY website (prior approval records are integrated directly into the PtMS trip order process), and Medicaid Client Medical Need Certification tracking.
